In a parliamentary reply to Mr Seah Kian Peng (Marine Parade GRC), the Minister for Home Affairs Chua Sik Yong said that the Ministry of Social and Family Development (MSF) will work with Tote Board, a statutory body under the ministry, to monitor the situation and consider the need for further measures to curb problem gambling. He urged individuals to exercise “personal responsibility” and not bet beyond their means, and for family members to help them manage their gambling habits.

A person is deemed to conduct a lottery in Singapore if he/she – (1) draws, throws or declares a winning number, ticket, lot, figure, design, symbol or other result of a lottery; (2) makes facilities available for use by others to engage in remote gambling in Singapore; or (3) publishes or displays in or outside Singapore any list of prizes or other matter relating to a lottery. A person is also deemed to conduct a lottery if he/she advertises or promotes the lottery.
