He urged individuals to exercise “personal responsibility” and not bet beyond their means, and for family members to help them manage their gambling habits.
A person is deemed to conduct a lottery in Singapore if he/she – (1) draws, throws or declares a winning number, ticket, lot, figure, design, symbol or other result of a lottery; (2) makes facilities available for use by others to engage in remote gambling in Singapore; or (3) publishes or displays in or outside Singapore any list of prizes or other matter relating to a lottery. A person is also deemed to conduct a lottery if he/she advertises or promotes the lottery.
